Freddie and Fannie, how low can you go?

The apartment industry is applauding the Housing and Economic Recovery Act of 2008, signed into law by President Bush at the end of July. The new law provides a lifeboat for Fannie Mae and Freddie Mac, a bail-out for sinking homeowners and a new chance for home-buying hopefuls to float a mortgage.
